The document highlights some of the principal concerns with how public buildings are currently commissioned in the UK and makes extensive recommendations as to how reform could help improve efficiencies, effectiveness and stimulate growth in construction and the economy.

The report examines the comparative implementation of the EU Public Procurement Directive, as it relates to the appointment of architects and the procurement of buildings in Germany, Sweden and the UK, and in the context of some of the RIBA’s key procurement reform recommendations set out in their report ‘Building Ladders of Opportunity’.
