Main site or location of works, place of delivery or of performance: Innovation Hub is to be located on a previously undeveloped green field zone immediately adjacent to the north boundary of the existing Lancaster University Bailrigg Campus, Lancaster LA1 4YW.

The Authority has procured design services to RIBA Stage 3 and will require the architects and civil & structural engineers to be novated to the Principal Contractor. The Authority will retain the services of the Building Services Engineer.
The Authority intends to let a contract (JCT Design and Build Contract (2011) with amendments) comprising: (A) The construction of an Innovation Hub (phase 1) (circa 8 000 m²), providing a ‘platform’ for open innovation, drawing together innovators, academics, health and care providers, businesses and members of the public to co-create and co-evaluate innovations designed to improve health and healthcare. Innovation Hub is to be located on a previously undeveloped green field zone immediately adjacent to the north boundary of the existing Bailrigg Campus, Lancaster. (B) Academic accommodation designed to enable inter-disciplinary working and to allow the relocation and expansion of the Faculty of Health and Medicine (phase 1), housing the Medical School, the Division of Health Research, the Centre for Education, Training and Development and Faculty Offices. The remainder of the Faculty would be incorporated in phase 2. (C) Business space focused on SMEs (phase 1), but open to all commercial businesses, creating opportunities for co-location and collaboration with the University, other businesses and healthcare providers. (D) The construction of a new highway junction off the A6 (S278 Works) and a new access road into the development (S38 Works).
Net construction cost — approximately 25-30 000 000 GBP excluding Fees and VAT.
The Authority intends to award any contract as a result of this procurement process by July 2017. The successful tenderer/Economic Operator awarded such a contract must be fully available to commence work on site by 25.9.2017.
The Authority is procuring in advance of critical public funds. It is anticipated works to be delivered under this planned contract will be part funded by the Lancashire Local Enterprise Partnership (LEP) and the European Regional Development Fund Programme 2014 to 2020. The Authority cannot guarantee that a contract will be entered into, or that work will commence or progress in the absence of this funding being secured. The Authority anticipates confirmation of funding to be obtained by July 2017. Economic Operators must therefore assume that all costs and expenses are ‘at Risk’ until the contract is signed and funding secured. The Authority will have no responsibility for any costs or expenses should the tender or project be abandoned for any reason before contract signature.

Attendance is strongly recommended for all Economic Operators. It would be beneficial for attendees to have read all procurement documents ahead of attending. The aim of the visit is to provide attendees with the opportunity to have an accompanied tour of the development site, to familiarise themselves with the reality of the ITT Specification (including but not limited to the Employer's Requirements); to support their decision whether or not to submit a tender response. It is important to note that Lancaster University — Bailrigg Campus is a public space and so sections are open to members of the public and can be explored at their convenience unaccompanied by an Authority representative. However the development site for Innovation Campus subject of this procurement, is not deemed a safe and freely accessible public space. Questions asked by attendees during the group site visit and presentation (anonymised) and their answers will be documented and shared with all Economic Operators participating in this tender via the In-Tend clarification function. The Authority will only host this one-off group site visit and not individual appointments in the interests of equal treatment and transparency. The expected duration is three hours maximum. A maximum of five attendees per Economic Operator is permitted to attend. Please register your intention to attend via the In-Tend ‘correspondence’ function before the site visit date, providing the names of your proposed attendees.
For information purposes only: This tender (reference SP/E/16/808) is for Innovation Campus Phase 1 only. The Authority subsequently intends to procure a Developer Contractor partnering arrangement for design and build works and services, with investment options for Innovation Campus Phases 2–4. There is no procurement-procedural link between this procurement SP/E/16/808 and the planned procurement for Phases 2-4: However, this advice is given herein, as the Authority expects Economic Operators interested in this procurement process for Phase 1 may also have interest in the subsequent procurement process for Phases 2-4 (for which a procurement timeline has not yet been set). Please do not raise any enquiries regarding the subsequent procurement process for Phase 2-4 as part of this procurement process for Phase 1.
