Supervisor Roles in Broad Terms Will Be As Required Under the Contract Within the Times and Conditions Set and Stated in the Works Information. the Role Is to Ensure the Quality of Works, Co-ordinate and Manage the Input of Resident Engineers, Qs, Commissioning Compliance Monitor, Contractor and Members of the Novated. Design Team ( in Accordance with Their Appointment Obligations Relating to Quality, Monitoring and Any Other Such Matters Required During the Execution Of the Works) Issue Certificates As Necessary Under the Building Contract. Notify the Contractor of Requirements in Respect of Tests and Inspections. Advise the Contractor of Any Defects Found, Including Issue of Necessary Notifications, with Copies to the Project Manager. Co-ordinate and Manage Defect Identification and Snagging Procedures Organise and Attend Meetings As Required By Any Project Execution Plan. Attend Any Relevant Inspections and Assist the Contractor in Identifying Incomplete Or Defective Work Prior to the Issue of Any Completion Certificates Under the Building Contract. Witness Commissioning of the Works As Appropriate and Issue of All Appropriate Certificates. The Role of Principal Designer Includes But Is Not Limited To: Informing the Client of Their Duties Under the Regulations. Planning, Managing and Monitoring Health and Safety in the Pre-construction Phase, Including; Identifying, Eliminating Or Controlling Foreseeable Risks; and Ensuring Designers Carry Out Their Duties. Help Compile Pre-construction Information and Providing It to Designers and Contractors. Preparing the Health and Safety File and Then Reviewing, Updating and Revising It As the Project Progresses. Liaising with the Principal Contractor to Help in the Planning, Managing, Monitoring and Co-ordination of the Construction Phase. Ensuring That All Persons Working in Relation to the Pre-construction Phase Cooperate with the Client, the Principal Designer and Each Other. Checking That Designers Have Sufficient Skills, Knowledge, Experience and (if They Are An Organisation) Organisational Capability to Carry Out the WorkPrior Information Notice

A supplier contacted the Mystery Shopper team about a University of Cambridge procurement for Architectural Design services. They raised concerns over a requirement for lead consultants to have an annual turnover of at least 5M. The supplier suggested that this was too high in view of the likely value of the contract and would rule out of contention many SMEs who would otherwise be competitive.The University responded promptly, indicating that as it isn't a public body, it isn't subject to the Public Contract Regulations, and that it advertised in the Official Journal on a voluntary basis. The University emphasised the significant resourcing demands that this complex and long-term project would put on a lead consultant, but was prepared on this occasion to reduce the required minimum turnover to 3.5M and would extend the deadline for responses to its call for competition.
