Complaint(s) from Mystery Shopper Scheme regarding this authority

A mystery shopper raised concerns about a turnover threshold being applied in the PQQ stage of a procurement.We recommended to TfL that for future procurements Cabinet Office financial appraisal policy note PPN 02/13 supplier-financial-risk-issues should be adopted so that potential suppliers are not ruled out of procurements solely on the basis of turnover value alone. Instead a risk based, holistic approach should be taken so that other useful factors which demonstrate financial strength can be taken into account to make an overall assessment, which is proportionate to the requirements and value of the contract. TfL extended the deadline for response to their PQQ and agreed to note this policy note for future procurements.
